If you are using Bedrock Edition of Minecraft server, you can install .mcaddons and .mcpacks from the Bedrock Addons section of the control panel. If this section is not visible it might be that you are using outdated version of Bedrock Server, you can install the latest version from Installer and Modpacks section.
Simply upload your .mcpack or .mcaddon files to the /plugins folder via File Manager section of the control panel (If this folder does not exist, simply create one). Once you have uploaded the files, go to Bedrock Addons section of the control panel and enable the packs.
